In Revelation 12 John sees human history as a conflict between the dragon (Satan) and the woman (the people of God). In Revelation 13 we see the current manifestation of Satan’s influence, as two beasts appear who dominate the world and persecute God’s people. The first beast comes out of the sea, representing the political and military power of empire (13:1). In John’s case, this was the arrival of Roman armies from across the Mediterranean to conquer Asia Minor.
